Developed by a team of designers at the Mitsubishi Design Bureau under the leadership of K. Ozawa. Flight of an experimental machine under the factory code Ki. 21 took place at the end of 1936. At the end of 1937, the machine was adopted by the aviation of the Ground Forces under the combat code TB-97.
