In the Soviet Union ambulances on the basis of RAF minibuses carried out service everywhere and practically without alternative. That is why the most popular and mass modification of the RAF-2203 minivan "Latvia" became medical. The first experienced ambulances appeared simultaneously with the base cars in 1971-1972 and even then they received their own designation RAF-22031. In the future, they were produced in parallel with the base model, only a little inferior to the latter in the number of copies issued.

In total, from 1977 to 1997, the Riga Bus Factory produced about 113,000 medical vehicles of all modifications. According to rough estimates of the plant's specialists, in total this helped save more than two billion lives.
