In 1914 at the Nizhny Novgorod shipyard "Nizhny Novgorod ship" bulk-oil ships' SHEKSNA "were built and" Neva ". These were the vessels of "river-sea" that can pass through the locks of the Mariinsky water system and adapted to swimming in the Baltic Sea. At the same time the ships were cost-effective and easy to use. In December 1916, both the ship had been mobilized in the Baltic Fleet, renamed "Helen" and "Nina", respectively, and used for refueling new oil destroyers type "Novik".
