The history of this aircraft began in 1931, when the German Ministry of Transport approached Heinkel with the request to develop a single-seat fighter-biplane, which possesses high maneuverability and high speed.

The first flight of the prototype No-49A took place in November 1932. A total of 725 He-51 fighters were built, of which 135 units were involved in combat operations conducted in Spain by the German legion "Condor". Since the Soviet fighters outnumbered the He-51 in armament, speed and maneuverability, it was mainly used as a ground-attack aircraft. Just before the Second World War, most of the He-51 aircraft were transferred to training units, where they flew until 1943.
