In 1915, Pemberton-Billing Ltd. a single-seat reconnaissance biplane R.V.23 was developed (also known by the nicknames "Sparklet" and "Push proj")

Having made its first flight in early September 1915, this aircraft did not receive a serial order, but on its basis the P.B.25 Scout model was created, which was distinguished by swept wings, a modified landing gear, a modified fuselage nacelle and was equipped with a Clerget rotary engine with a power of 110 HP The PB.25 had one 7.7 mm Lewis machine gun mounted on the top of the fuselage in front of the cockpit.
