In July 1920, Captain Frank Barnwell and a group of engineers began developing a project for a new all-metal fighter with an umbrella-type wing. It was assumed that the aircraft will be released in single and double versions. The Air Ministry ordered the construction of three prototypes, which received the official designation Bristol Bullfinch in March 1922.
The third prototype of the aircraft, designated Bullfinch II, was completed in a two-seat version. Its first flight took place on February 15, 1924. The aircraft received a second wing and a separate cockpit for the gunner with a 7.7 mm Lewis machine gun installed there on a Scarff movable turret.
