The first attempts to create tracked armored personnel carriers in the USSR were made in 1934. When the UMM of the Workers 'and Peasants' Red Army issued the terms of reference for the creation of armored personnel carriers based on the T-26 and BT tanks. In order for the armored personnel carriers to have the same mobility, they decided to use the promising, at that time, BT-7 tanks and the experimental T-46 tank as a base. For this, both cars were changed in such a way that it would be possible to accommodate 12 -20 people, including the driver. In addition, for the developed vehicle, a certain unification was envisaged, the purpose of which was to be the possibility of its conversion into a vehicle for air defense troops, a headquarters tank and an ambulance.
