In October 1941, in order to end the partisanship in the construction of armored trains, to centralize and intensify their production, the country's leadership took a number of measures. So, in accordance with the order of the People's Commissariat of Defense (NKO USSR) under the Head of the Main Armored Directorate of the Red Army (GABTU KA), on October 9, a special department of armored trains was organized.
